Authorisations for Powers of Entry
1. Introduction
These instructions are issued
to illustrate compliance with conditions 1.6 and 1.7 of the Licence
to Convey Gas granted to Premier Transmission Ltd under Article 8
of the Gas (Northern Ireland) Order 1996 on 6th September 1996.
2. Premises
It is envisaged that the only
premises which will be visited by persons employed by Premier Transmission
will be as follows:
a) The pipeline easement from the high
water mark at Castle Robin bay to the Pressure Reduction Station
at Ballylumford Power Station, Islandmagee, Larne Northern Ireland.
b) The Pressure Reduction Station at
the Ballylumford Power Station, Islandmagee, Larne, Northern Ireland.
It is not envisaged that employees
of Premier Transmission Ltd. or their agents or contractors will
have any reason to have access into private homes, offices, buildings
or other similar premises.
3. Authorisation Arrangements
3.1 Personnel
No persons shall be allowed to
enter onto the premises described in section 2 for the purpose of
carrying out work unless:
a) He/she is a direct employee of
Premier Transmission Ltd.
b) He/she is an employee of a contractor
authorised through a formal contract with Premier Transmission
to be carrying out relevant work on the premises.
c) He/she is fully experienced, qualified
competent and trained in accordance with the relevant clause
of the contract.
A list of the persons so authorised
under the terms of the Maintenance and Emergency Response Contract
(MERC) is listed as appendix 1.
3.2 Proof of Competence
Prior to being accepted to carry
out work on the premises, all personnel may be required to demonstrate
that they are acceptable in accordance with clause 3.1.(c). Required
proof may include:
a) Details
of education
b) Experience
and employment history
c) Training
records
d) Details
of professional or other equivalent qualification
3.3 Documentation
All personnel entering onto the
premises will be in possession of a fully authorised Permit-to-Work
or Form of Authority. In the event of routine maintenance work,
the job card or work instruction may be construed as the Permit-to-Work.
Persons regularly entering onto
the premises for maintenance purposes will be required to carry
photographic identity cards at all times. These will be produced
if required to
do so by any third party. Such third party may include:
a) Police
and Security Forces
b) Other
Public Authorities e.g. Fire Brigade
c) Security
Staff of Ballylumford Power Station
d) Landowners
affected by the pipeline route and with whom PTL have an easement.
In the event that the person is
unable to produce acceptable documentation, he/she will be refused
entry to the premises.
3.4 Mis-use of Evidence of Authority
In the event that relevant evidence
of authority relating to work on the premises is found to be missing,
the person affected shall be required to report the matter to either
Premier Transmission or the relevant contractor immediately. All
BG-group plc identity cards have a freepost address on the back
requesting its return at no cost to the finder.
The following steps shall be taken:
a) In the event of a lost identity
card, the security office at Ballylumford Power Station will
be alerted as to the number of card and be asked to ensure that all
personnel
claiming to represent Premier Transmission have their own card.
b) In the event of a stolen vehicle,
this shall be reported to the Police immediately. A full report
of the location and contents shall be prepared in accordance with
BG-
group plc insurance procedures and the local Police informed accordingly.
3.5 Other Provisions
3.5.1 Entry by Order of Justices Warrant
It is not envisaged that persons
covered by these arrangements will be subject to the provisions
of a justices warrant for entry purposes. However, if such an instance
were to exist, then all personnel would be provided with written
instructions as to the conduct expected and would be accompanied
by a senior officer of PTL or its contractors as appropriate.
Every effort would be made to
avoid undue disturbance under such circumstances.
3.5.2 Acceptability to PTL
Notwithstanding the above, no
person who in the opinion of the full time employees of Premier
Transmission is not fit to carry out work on its behalf, will be
authorised to
enter onto the premises.
